A Short History of the Pennsylvania State Flag
The Pennsylvania state flag, like several other flags of the original thirteen colonies, consists simply of the State Coat of Arms centered on the flag. The Coat of Arms comes from the Penn family and was first used in an official capacity on paper currency in 1777. It's use on the State flag was first authorized in 1799, with the Coat of Arms over a blue background, much as we see it today.
